流程再造与行政服务中心建设

摘 要

在新公共管理运动的影响下,政府开始把企业管理中的流程再造思想和管理方法应用于“政府再造”之中，进一步的优化政府服务的流程，简化办事的程序，促进内部协调，提高公共服务质量的战略选择。本文首先阐释了行政服务中心的兴起与政府流程再造的发展，说明行政服务中心流程再造的现实意义。论述了当前我江门市行政服务中心服务流程再造的现状及其存在的问题，综合相关文献，提取影响行政服务中心的主要因素，然后通过资料的整理总结，对我市中心流程再造提出对策建议，以期将对我市行政服务中心流程改造有所裨益。

Abstract

Under the influence of the New Public Management movement, government begin to apply the Business Process Reengineering into Government Process Reengineering, so as to optimize the progress of government services, simplify the usual procedures, promote  coordination inside and improve the quality of public service.Firstly, this paper clarifies Jiangmen Administrative Service Center’s current situation and the existing problems of formalism, the heavy and complicated procedures of administrative examination and approval that cost too much time and so on.Base on such problems, the paper shows some suggestions to reengineer the service progress of Jiangmen Administrative Service Center, such as the implement of Five Reductions and One Combination, the reconstruction of the culture within the government, the improvement of supervision mechanism, the establishment of performance evaluation institution and so on.
