西安生态城市建设分析

摘要
近年来，西安市的发展和自然环境的演进逐渐趋于失衡状态，生态环境遭到深度破坏问题日益突出，社会的进步和经济高速发展使大自然的新陈代谢变得极度异常，譬如气候的异常变化，在生活越来越好的情况下人民生活用水用电却面临短缺的困境等。显然，我们在城市建设工作中忽略了隐匿性存在的问题，没有全面考虑整个城市各个子系统的协调发展！因此，加快生态城市建设对于西安而言就显得尤为重要。
本文以西安市为研究对象，从自然、经济、社会三方面对其生态城市建设状况进行浅析。论文首先对生态城市定义作一综述，对国内外生态城市建设实践、评价指标和模型作一总结；然后通过统计年鉴和政府规划报等途径取得数据，从自然环境、经济发展和社会发展三个子系统来阐述西安市目前的生态概况，由众多生态城市评价指标体系中选择一套先进且合适的指标体系将西安生态城市建设现状和目标值作对比，发现在生态城市建设过程中存在的问题：水资源缺乏、土地利用不合理和人均医生拥有量少等；最后再根据具体问题具体分析，给出了西安建设生态城市的合理化建议和对策：规范医疗行业体制，增加医生数量，培育生态文化和鼓励市民参与等。

Analysis on Eco-city Construction in Xi’an city
Abstract
In recent years,the development of xi'an city and the natural environment tend to imbalance state,and the problem that ecological environment were depth damage is becoming more and more serious,social progress and economic development make the metabolism of the nature extremely unusual,for example ,the climate is abnormal ,and people's living water and electricity are  shortage  in the case of life getting better and so on.Obviously, in the urban construction work, we ignored the potential problems, did not take full account of the development of the coordination of the various subsystems of the entire city! Therefore,to speed up ecological city construction in xi'an are particularly important.
This article is xi'an as the research object,and it analyze xi'an ecological city construction from the natural,economic,and social three parties.Firstly the definition of ecological city are reviewed in this article ,and the ecological city construction practice,the evaluation index and model at home and abroad is summarized.And then,it expounds xi'an ecological status from the natural environment,economic development and social development three subsystems through the data from Statistical Yearbook and the government planning and reporting.it found that the existing problems in the eco-city construction process , such as,a shortage of water ,unreasonable land-use and the doctor less etc.,when we compare the construction of xi'an and the desired value through a set of advanced and appropriate index system that is selected from many eco-city evaluation index system.   Finally,The according to concrete analysis,it gives proposals and counter measures to xi'an ecological city construction ,for example regulating medical industry system to increase the number of doctors and cultivate the ecological culture,and encourage public to participate all kinds of ecological construction and so on.
