浅析唐山市农村中小企业人力资本投资

摘要
当今，农村中小企业在我国农村经济的飞快发展中扮演着重要的角色,可以这样说,没有农村中小企业在改革开放这几十年所做的贡献,就没有我国农村经济高速增长和各项事业迅猛发展的今天。党的十七大报告明确指出，“大力发展农村中小企业　促进新农村建设“。发展农村中小企业成为新农村经济建设的重要内容。而我国农村中小企业同大型企业相比存在很多不足和问题,特别是中小企业在人力资本投资方面。人力资本投资不合理已成为农村中小企业持续、稳定、协调发展的关键障碍之一。本文以唐山市为例，采用实证研究与综合研究相结合的方法，浅析农村中小企业人力资本投资。在对人力资本理论和人力资本投资理论进行分析的基础上，针对目前唐山市农村中小企业的现状，从继续教育、员工培训、人员流动三个方面对其人力资本投资存在的问题进行分析，并找出原因。其次,提出解决问题的措施。最后,提出结论和建议，规范人力资本投资，避免农村中小企业人才流失,促进农村中小企业快速发展。

Abstract
Nowadays, the small and medium-sized enterprises in china's rural economic development could play an important role, you can say so, without the rural reform and opening to the small and medium-sized enterprises in the decades of the rural economy is not our rapid growth and the rapid development of today. The seventeenth the report clearly pointed out that "small and medium enterprises to develop the country to promote building new countryside". Development of rural small and medium-sized enterprises to become the new rural economic construction is an important part of our country. the small compared with a large enterprise there are a lot of problems, especially small and medium enterprises and investment in human capital. Human capital investment is not reasonably have been provided at the sustained, steady, coordinated development of the key obstacles. In this paper, Tangshan city, using empirical research and comprehensive research method of combining,simply analyzes the human capital investment in rural small and medium enterprises. On human capital theory and human capital investment theory on the basis of the analysis, aimed at the present Tangshan city provided at the present state ,from continuing education, training and staff flow three aspects of its human capital investment problems of the analysis and find out why. Second, the proposed solutions to problems. Finally, conclusions and recommendations, norms of human capital investment, to avoid brain drain in rural small and medium enterprises, to promote the rapid development of rural SMEs.
