国有企业利润分配政策研究摘 要
随着经济体制的改革，国有企业作为我国经济的主导力量，其利润分配政策自然而然成为我国经济发展所关注的中心环节。国有企业原有的利润分配政策存在许多问题，如利润分配程序存在不合理之处，向国家分配多少比例的利润不明确，这些问题造成国有企业亏损加剧，国有资产流失，负债率过高，权责不明确等问题，这些严重阻碍了我国经济发展的步伐。这些问题的解决要通过改革产权制度，产权制度的设计要以清晰产权，政企分开为纽带；要建立信息披露制度，增强信息的透明度；建立国有资产监管制度，加强对国有资产的管理；提高国有企业的管理水平。本文主要是从我国国有企业利润分配政策的发展完善所经历的过程，存在的问题和缓解所存在问题的方法的方面来论述的，从而了解国有企业利润分配政策的不足和缺陷进而提出改善的建议。

State-owned enterprises of profit distribution policy exist many problems, such as the irrational distribution of profits of existing procedures to the country, the proportion of profits allocation is not clear how many of these problems, and loss of state-owned enterprises, the loss of state-owned assets, high ratio of accrual, unclear, these seriously hindered the pace of China's economic development. The solution of these problems through the reform of property rights system, property rights system design to clear property rights, separating as the link, To establish information disclosure system, enhance the transparency of information, Establish state-owned assets supervision system, strengthen the management of state-owned assets, To improve the management level of state-owned enterprises. This paper from the state-owned enterprise profit allocation policy of developing and perfecting process of experience, existing problems and alleviate the existing problems of the method, thus to the understanding of the state-owned enterprise profit allocation policy and defects and puts forward the improvement Suggestions.
