关于我国渐进式延迟退休的几点探讨

随着我国人口老龄化进程不断加深以及社会经济的改革升级，中国的养老保险制度所面临的问题化日益严重。2013年十八界三中全会上，我国提出要研究制定渐进式延迟退休年龄政策，使延迟退休从国家层面上确定了下来。2015年3月召开的十二届全国人大三次会议上又发布了渐进式延迟退休年龄时间表，再一次表明了我国将要实施渐进式延迟退休年龄政策的决心。因此，本文将结合中国退休年龄政策现状和存在的问题，对影响退休年龄的因素进行综合的分析，理清我国进行退休年龄制度改革的思路，为我国推进延迟退休年龄破策提供合理的建议。当前我国退休制度改革方式应采用渐进式，这是最符合我国现状和发展规律的。延迟退休要以人为本，遵循公平正义的原则，小步、渐进的改革，在广泛征求民意的基础上，注意新旧政策的衔接，注重加快配套政策改革，推行政策前给予民众一个预告期，在渐进式推行延迟退休的过程中要结合试点的具体成效以及调查研究进行调整，而不是一蹴而就、一气呵成的改革。

Some Discussions On Gradual Delayed Retirement In China
  Abstract:With the aging of the population continues to deepen and Chinese social and economic transformation and upgrading, the current endowment insurance system in our country is also facing new problems and challenges. In 2013 eighteen circles on the Third Plenary Session of the Central Committee, people club department puts forward to want to study and formulate the incremental delay retirement age policy, to delay the retirement from the national Level to determine the down. The twelve session of the National People’s Congress three conference held in March 2015 and issued the incremental delay retirement age determination. Therefore, this will be combined with the Chinese retirement age policy present situation and the existence question. The paper makes a comprehensive analysis on the influencing factors of the retirement age, sort out our for retirement age system reform, provide reasonable suggestions for our country to promote delay retirement age policy. This paper concludes that we should progressively reform our retirement system. The progressive approach is the most consistent with the status quo of our country and the law of development. Delaying retirement should take people as the primary concern, stick to the principles of fairness and justice, follow small steps, take the progressive approach, solicit public opinion, emphasize the convergence of the old and new systems, speed up the reform of supporting policies, and give people notice in advance and a period to adjust to the new policy. In the progressive possess of the implementation of delaying retirement. Concrete results in the pilot investigation should be considered and adjustment made. Overnight and coherent reform is not suggested.
