我国中央大部制改革的历史沿革及未来刍议政府部门间的有效协作，及政府与社会关系的探索，是行政管理一个永恒的主题。放眼世界，西方发达国家在大部制改革中取得了不菲成就。笔者认为，科学合理的大部制改革，关键在于顶层设计，以及社会各界对改革方案的认可。只有牢牢把握住正确的方向，才能避免改革的盲目性。显然，无论是关于顶层设计，还是形成广泛的社会共识，都需要合理的举措以及时间的积淀，不可能一蹴而就。没有深入的调查研究，充分的酝酿讨论，是很难被公众所接受的。因此，在新一轮的机构改革中如何贯彻优化协同高效原则，加强政府公共服务、社会管理职能，加强和完善政府经济调节、市场监管职能，最大限度减少政府对市场资源的直接配置，都需要我们充分调研，稳步推进。

The Historical Evolution and Future of the Reform of China's Central Government
ABSTRACT: The effective collaboration between government departments and the exploration of government and social relations is an eternal theme of administrative management. Looking at the world, Western developed countries have made great achievements in the reform of major departments. The author believes that the key to scientific and rational reform of the Ministry of Education lies in the design of the top floor and the recognition of reform programs by all walks of life. Only by firmly grasping the correct direction can we avoid the blindness of reform. Obviously, whether it is about top-level design or the formation of a wide range of social consensus, it requires reasonable measures and time accumulation, and it cannot be accomplished overnight. Without in-depth investigation and study, full brewing discussion is difficult to be accepted by the public. Therefore, how to implement the principle of optimizing synergies and efficiency in the new round of institutional reforms, strengthen the government's public service and social management functions, strengthen and improve the government's economic regulation and market supervision functions, and minimize the direct allocation of government resources to the market, all require We fully investigate and steadily advance.
