论电信市场法律监管（从徐玉玉案谈起）

随着对2016年山东“徐玉玉”诈骗案件的持续关注，再次将“电信诈骗”这个敏感而又熟悉的社会顽疾推向了社会舆论的风口浪尖，西方发达国家的电信市场监管取得的成就像是一面镜子，从这面镜子中我们可以看到我国电信市场法律监管方面的很多问题。本文结合美国、日本、德国电信市场监管制度的改革，从其发展中学习到宝贵的经验，从而完善中国电信市场的法律监管。研究本文，是想通过徐玉玉案，借以呼吁国家和社会通过一系列的改革措施，加强对电信市场的法律监管，促进电信市场稳定发展。

On Legal Supervision Of Telecom Market (From Xu Yuyu Case)

    ABSTRACT: as of 2016 Shandong "Xu Yuyu" fraud cases sustained attention, once again the "telecommunications fraud" this sensitive and familiar with the social ills pushed in the teeth of the storm of public opinion, the western developed countries of the telecom market supervision achievement is like a mirror from this mirror, we can see a lot of problems in our legal supervision the telecom market. In this paper, the United States, Japan and Germany telecom market regulatory system reform, from its development to learn valuable experience, thereby improving the legal supervision of the China Telecom market. This study intends to pass the Xu Yuyu case, in order to call on the state and society through a series of reform measures to strengthen the legal supervision of the telecommunications market, and promote the steady development of the telecommunications market.
