安徽省天长医改模式的调查研究

为了解天长市实行医疗体制改革后取得的初步成效，深入探究各个基层医疗改革试点的具体情况，采用现场访谈与问卷调查相结合的调查方案设计，充分了解天长市在医疗卫生体制改革中对医院管理、医疗服务、医疗保险及医护人员等各个方面的改革措施。建立完备的改革试点工作领导体系、制定严密的医改试点工作方案、确保药品零差率、建立财政包干体系，发现天长医改成效颇丰：看病负担不断下降、整体医疗队伍提升较大、公益性管理机制全面建立，但是天长医改仍旧存在一定的不足。经过研究调研，本文根据天长医改具体现状分析，从宏观层面和围观层面提出了一系列的解决对策。以天长医改的设立相关改革措施的部署为借鉴，对于解决看病难、看病贵的问题及推进医疗改革、构建多元化医疗体系等具有很强的现实意义。

Investigation and Study on the model of health care reform in Anhui Province

Abstract: In order to understand the initial results achieved after the implementation of the reform of the medical system in Tianchang City, in-depth exploration of the specific conditions of the various primary health care reform pilots, the survey design using a combination of on-site interviews and questionnaires was designed to fully understand the effects of Tianchang City on the reform of the health care system. Establishing a complete reform leadership system for pilot work, formulating a strict work plan for medical reforms, ensuring zero-difference in drug sales, and establishing a financial contracting system, have found that the long-term medical reform has yielded a lot: the continuous decline in the medical burden, the overall improvement in the medical team, and public welfare management. The establishment of a comprehensive mechanism, but there are still some deficiencies in the long medical reform. After research and research, this paper proposes a series of solutions based on the analysis of the actual status of the Tianchang Medical Reform.. Taking the deployment of the reform measures related to the establishment of a long medical reform as a reference, it has strong practical significance for solving the problems of seeing a doctor, expensive medical treatment, advancing medical reform, and building a diversified medical system.
