保险服务于粤港澳大湾区问题研究

自二十一世纪以来,粤港澳大湾区建设从理论探讨逐步升级为一项国家战略,逐渐成为“一带一路”发展建设的重要支持力量。湾区建设一定要保险湾区先行,目前已有大量的保险资金投入到湾区中,也产生了三地互通的车险产品。然而这只是保险服务于湾区的开始,虽然已经产生一定的成果,保险的作用并没有被完全发挥出来。
大湾区内制度不同、货币不同、法律也不同,保险服务于湾区的过程中必然会面对互联互通困难的问题,这对保险监管也提出了更高的要求。经贸方面的联合促使香港许多历史悠久的保险公司进入湾区,这对于内地的保险公司而言是巨大的冲击。保险资金运用决定了保险公司的偿付能力,银保监会对此也提出严格的管控,湾区内的保险资金运用范围初期比较狭窄,科技创新和保险业的融合尚未完成。针对上述问题,提出下列相应的原因和解决策略。
在目前已经具备处理数据信息流通能力的基础上,各部门应加快试点工作,为金融数据在湾区内的流动奠定基础;政府部门应减轻港澳技术人才进入湾区的限制,湾区内的保险公司要加强对港澳人才的管理。湾区内保险公司应该提升服务能力和客户的满意度,不断提升理赔效率从而维持较高的续保率,探讨保险资金运用的更多可能性,扩大资金合理运用的投资范围,将新科技不断融入保险业的建设中,通过各方面不断的努力来提升自身的竞争力。保险作为社会稳定器的重要组成部分,应该在湾区内承担起维护社会安定的责任,在保险湾区的建设过程中,不断探索为实现更好发展的新途径,为粤港澳大湾区的发展保驾护航。

Abstract
Since 21st century, the construction of Guangdong-Hong Kong-Macao Greater Bay Area has gradually escalated from theoretical discussion to a national strategy, and has gradually become an important supporting force for the development and construction of the Belt and Road. The construction of the Bay Area must take precedence over the insurance Bay Area. At present, a large amount of insurance funds have been invested in the Bay Area, also produced three exchanges of car insurance products. However, this is only the beginning of insurance services in the Bay Area, although some results have been produced, the role of insurance has not been fully played out.
The different systems, currencies and laws in the Great Bay Area will inevitably face the problem of interconnection and interoperability in the process of insurance services in the Bay Area, which also puts forward higher requirements for insurance supervision. The combination of economic and trade has prompted many of Hong Kong's historic insurers to enter the Bay Area, which has a huge impact on insurance companies in the Mainland. The use of insurance funds determines the solvency of insurance companies. The Banking and Insurance Regulatory Commission also put forward strict control, the scope of insurance funds in the Bay Area is relatively narrow in the initial stage, and the integration of scientific and technological innovation and insurance industry has not yet been completed. In view of the above problems, the following corresponding reasons and strategies are put forward.
On the basis of the existing capacity to deal with data and information circulation, departments should speed up the pilot work to lay the foundation for the flow of financial data within the Bay Area, and government departments should reduce the restrictions on the entry of Hong Kong and Macao technical personnel into the Bay Area, and the insurance companies in the Bay Area should strengthen the management of Hong Kong and Macao personnel. In the Bay Area, insurance companies should improve their service capacity and customer satisfaction, continuously improve the efficiency of claims to maintain a high renewal rate, explore more possibilities for application of insurance funds, expand the scope of investment in the rational use of funds, and continuously integrate new technologies into the construction of the insurance industry, through continuous efforts to enhance their competitiveness. As an important part of the social stabilizer, insurance should assume the responsibility of maintaining social stability in the Bay Area and, in the course of the construction of the Insurance Bay Area, constantly explore new ways to achieve better development and protect the development of the Bay Area.
