城镇化背景下的农村土地流转研究

目前，我国的城镇化是在于“土地的城镇化”和“人的城镇化”，城镇化的发展过程中要解决好农村闲置土地和农村剩余劳动力这两大难题。本文以城镇化为视角，介绍现阶段中国城镇化的进程和农村的现状，并分析农村土地流转过程中出现的一系列问题，并分析问题产生的原因，找出符合我国国情的解决办法。其中，农村土地流转的科学化、合理化、规范化是当前需要深入研究的重要课题。

Study on Rural Land Circulation under the Background of Urbanization

Abstract：At present, the urbanization of our country lies in "the urbanization of land" and "the urbanization of people". In the process of urbanization, we should solve the two difficult problems of rural idle land and rural surplus labor.Promoting the development process of urbanization is conducive to releasing our huge potential for development and mining huge rural markets. From the perspective of urbanization, this paper introduces the process of urbanization in China and the present situation of rural areas at the present stage, analyzes a series of problems in the process of rural land circulation, and analyzes the causes of the problems, and finds out the solutions that meet the national conditions of our country. Among them, the scientific, rationalization and standardization of rural land circulation is an important topic that needs in-depth study.

目前，中国推进城镇化的发展路线，这也对城市基础设施承载力和基本公共服务供给的质量提出了更高的要求。推行新型城镇化建设稳步发展的同时也能带动农村的发展是当今社会普遍关注的一个话题。在新型城镇化背景下，城镇建设用地不断减少，城镇常住人口却在不断增加，这就造成了城镇用地紧张的局面。农村常住人口不断减少，如何合理管控城镇化建设规模，应对现如今的城镇化建设与农村土地流转进行深入研究，并对二者之间的问题进行处理和管控，促进新型城镇化建设稳步快速发展。
