中小企业在国民经济中占有十分重要的地位，是解决就业和推动经济增长的主要力量。
要实现保增长，保就业，调结构的目标，必须解决中小企业的发展问题。虽然近年来政府和金融机构在支持中小企业健康发展方面做了不少努力，不少金融机构已逐步认识到开展中小企业贷款的重要社会意义和经济价值，但是由于我国中小企业融资体系建设的落后和中小企业内部原因，中小企业融资仍然很困难。
一直以来资金短缺，融资困难，是制约我国中小企业快速发展的瓶颈，受2008年金融危机的影响，外部需求压缩，内需启动迟滞，给我国中小企业的生产和经营带来较大的困难，中小企业普遍存在着效益大幅下滑，亏损扩大，减产，停产和倒闭等现象，无论是应对金融危机还是促进经济平稳较快增长，保证就业，解决中小企业融资贷款问题，帮助广大中小企业度过寒冬都是当务之急。
文章分析了中国中小企业融资的基本情况，从企业自身，金融机构，政府部门三个角度深入分析了中小企业融资困难的深层次原因，并在此基础上提出了必要的解决方法。其中，重点强调了企业，金融机构，政府部门建设金融支持体系的重要性和必要性，并深入介绍了我国当前金融支持体系的情况。

ABSTRACT
Small and medium-sized enterprises occupy an important place in the national economy, they can solve the employment problem and advance the economy growth greatly. In order to achieve the goals of sustaining economic growth, promoting the employment and adjusting the structure, we must solve the development problems of the small and medium-sized enterprises. However the government and financial institutions have done lots to help the enterprises in the recent years and the financial institutions have realized the important social meaning and economic value, the small and medium-sized enterprises finance with difficulty because the backward financing system and internal causes of the enterprises.
All the time the fund shortage and financing with difficulty make the Chinese small and medium-sized enterprises not develop quickly. The small and medium-sized enterprises got stuck because of the foreign demand reduction and slow-moving domestic demand by the financial crisis in 2008.The benefit of the enterprises which reduce the production, stop producing and go bankrupt is low. Whether we deal with the financial crisis or promote the economy growth steadily and quickly, we should help the enterprises solve the problems about financing with difficulty.
The thesis introduces the financing state of the Chinese small and medium-sized enterprises and the reasons why financing with difficulty from the enterprises themselves, government, and the financial instructions and gives some methods to solve the problems. Besides these, it emphasizes the importance of building the financial supporting system and introduces the state of the system.
