北京奥运的申办成功带来了奥运场馆建设的融资问题， BOT项目融资方式被尝试引入到场馆建设中来。
奥运场馆建设特殊的项目性质，较长的持续时间和巨大的资金投入量等因素使得奥运场馆的BOT融资过程中面临的风险更为突出，尤其是东道国政府的特许权协议、建设用原材料价格的变动、汇率和利率的波动、赛后场馆的运营等要素成为影响风险的决定性因素。基于对上述影响因素的，合理利用相关法律法规、衍生金融工具、保险等手段成为奥运场馆建设BOT项目融资风险管理的有效对策。

Abstract
Beijing's successful applications for the 29th Olympic Games takes the problem of the finance in the National Stadium.So BOT project financing approach is tried to introduce to the construction .As we know ,the special nature of the items, the longer duration ,the tremendous amount of capital investment and other factors aggravate the risks in the process .Especially concession agreement, the fluctuations in raw material prices, fluctuations of exchange rate and interest rate and the operation after the Olympic Games are the decisive factors .
Based on the above factors, rational use of laws and regulations, the use of financial derivatives and insurance become the effective solutions to manage the risks in the BOT project in the National Stadium.
