农村社会保障对维护社会稳定，推动农村经济发展与社会全面进步，都具有十分重要的意义。
黑龙江省农村社会保障存在制度、法规建设不完备，传统的保障力量不断削弱，农村社会保障模式存在弊病，社会保障基金难以保证保值增值，社会保障管理分散，政府投入资金不足等问题。应采用加强农村社会保障制度的立法工作，建立多层次的社会保障体系，建立多渠道筹集社会保障资金的机制，切实做好社会保障基金的管理及保值增值工作，加强农村社会保障的管理，着力抓好社会互助活动，加强农村社会养老保险宣传和动员工作等对策加以解决。

ABSTRACT
The rural social security system is an important link of Heilongjiang’s social security system, it is right to safeguard the social stability, promoting the development of rural economy and all-side social progress, have a very important meaning. The countryside of Heilongjiang has been up till now, and the modern social security system of none of effective shaping. Firstly make a study of Heilongjiang's rural social security system ，thinking the present situation and problems are the traditional rural social security system does not function as effectively as before and has more burdens than ever. Taking into account the present situation and problems of rural social security system together with Heilongjiang's rural reality, puts forward and discusses from all sides the concrete feasible countermeasures.
