由于黑龙江受地理位置的制约，企业年金的发展速度一直滞后于我国其他沿海经济发达省份，
然而正是这样的相对较低的起点更容易促使黑龙江地区的企业年金发展速度较快。黑龙江企业年金保险中存在企业年金制度不规范、税收优惠政策不明确、法律法规建设滞后、监管机制不完善以及缺乏有经验的专业管理机构和人员等问题，应采用调整制度、明确税收优惠政策、提供法律支持、健全监管机制以及完善专业年金队伍等对策加以解决。

Abstract
As a result of Heilongjiang by the geographical constraints, the pace of development of enterprise annuity has been lagging behind other parts of the country economically developed coastal provinces, but it is such a relatively low starting point to more easily Heilongjiang area with fast development enterprise annuity. Heilongjiang enterprise annuity insurance pension system exists in non-standard companies, preferential tax policy is not clear, lag-building laws and regulations, inadequate regulatory mechanism and the lack of experienced professional management organizations and personnel and so on, should be used to adjust system, a clear preferential tax policies provide legal support, a sound regulatory mechanism as well as improving the professional ranks, such as pension solution strategies.
