中国现行的机关事业单位退休制度对于保障离退休人员的基本生活，
促进各项事业的发展，维护社会稳定曾发挥过重要的作用。但存在着诸如政策保障体系不全面、基金支撑能力不足养老金发放程度低、缴费比例及个人账户不健全、制度转轨形成财政压力的问题。随着中国经济的发展，完善机关事业单位养老保险制度、完善养老保险的筹资机制、充实个人账户、化解制度转轨财政压力的对策对上述问题加以解决，从而建立和发展一个健康、有序、完善的金融保险市场。

Abstract
The fundamental active government departments and institutions of Chinese retirement system life to guarantee retired worker, promotes development of all causes , safeguards social stability once brought the too important effect into play. But existence such as, policy guarantee system is not all-round , the fund props up the insufficient pension of ability giving out degree low , pay the fee proportion and the personal account do not perfect , system transfers to a different track forming finance pressure problem.
With Chinese development of the economy,the countermeasure perfecting government departments and institutions pension system , perfecting the endowment insurance financing mechanism , enriching a personal account , resolving system rotating track finance pressure solves above-mentioned problem , thereby, builds and develops a healthy , ordered , perfect finance insurance marketplace.
