利率与货币政策的关系问题历来是理论界争论的热点，
也是货币当局关注的重点。在金融自由化浪潮之前，由于各国政府对金融的严格管制，利率与货币政策的关系问题并未得到足够的重视。因此，从更深层次的角度考虑，为了更好地发挥利率在我国货币政策中的作用，促进货币政策有效性的提高，必须进行合理的产权改革，不断完善金融市场、健全金融产品，并重视中小企业的发展，为活跃我国的经济和金融市场创造多元化的市场主体。

Abstract
With the rapid development of financial liberalization and deregulation of governments across the world, research on the interaction between the interest rate and monetary policy has became increasingly focus of the financial economists, as well as the monetary authority. Therefore, when considering deeper, we suggest that the property rights reforms should be practiced as earlier as possible in order to make the interest rate has a more important and properly role in the market-oriented reforms. We ought to develop a complete market, create more financial products, and to offer incentives for small enterprises, thus to accelerate the development of the financial market.
