1999年，随着我国高校大规模扩招的开始，大学生失业现象的广泛性与严重性也日渐凸显出来，并引发了社会各方面的高度重视。
我国现行的大学生失业保障措施，只是单纯性的把就业人数进行地理上的简单转移，即把就业压力大的城市配额向人才紧缺的西北部转移，失业保险金申领方面也缺乏系统性的规定。针对这些问题，参考保险产生的条件，并综合分析造成我国大学生失业的原因以及不良影响，同时对比其它国家的经验，可以看出我国适用并也应该实行一套完整而系统的大学生失业保险体系。即应将原本的消极“救济”模式转变为积极的“就业促进”模式，同时为大学生提供求职指导，职业介绍，就业培训等能够提高其自身就业能力方面的帮助。这不但可以缓解大学生就业压力，实现就业促进，还有利于社会的安定和谐，并为国家创造更多财富。

Abstract
With increasing enrollment extensively of colleges in our country since 1999, the universality and grisliness of unemployment after graduating,which the whole society pay attention to,has revealed gradually.The measure of our country for unemployment insurance is just removing the number of employees geographically.That means to move graduates from the city with high pressure of employment to the northwest part of the country.And applying for the insurance money also needs some systematic regulations.These problems should be solved by analyzing the reasons of unemployment of a graduate and considering the other countries’ experiences.So we can see that a complete and systemic system of college students’ unemployment insurance is indispensable for our country.We should change the old negative relief regulations to the active employment advantage ones.And providing guidance,introductions and training of careers to the college students, which can help them improve the abilities of themselves.It is good for not only easing the pressure of employment,advancing employment,but also stabilizing the whole society,creating wealth for our country.
