医疗保险是国家社会保障体系的重要组成部分，也是社会保险的重要项目之一，
对维护社会稳定持续发展有着深远的影响和意义。随着社会主义市场经济体
制的确立和国有企业改革的不断深化，原有的公费医疗制度和劳动保险制度已经
不适应市场经济的发展。因此，改革和完善医疗保险制度，对国民健康以及经济
和社会发展有着重要作用。
为适应我国医疗保险制度改革的需要，提高医保系统的现代化管理水平，实
现科学化管理，需要建立一套完善的医疗保险管理信息系统.医疗保险信息系统
不仅能满足管理的社会化需求，提高医保工作的信息化水平，还能有效的提高工
作效率。
本论文运用动态连接库技术和组件对象技术进行接口数据交换和数据传输的设计思路，该技术具有通用性、可扩展性的特点。并在COM组件对象技术，成功实现了医疗保险管理信息系统和医院管理信息系统之间的数据传输功能。此技术简化了数据交换的复杂性，是一种解决医疗信息共享问题切实可行的方案。目前，该系统在临沂地区的某些城镇运行良好，安全可靠，实现了医疗保险现代化，规范化，科学化管理。本文首先分析了医疗保险信息系统开发的背景及目前国内外该领域的研究现状.文章对系统的需求分析和软件开发过程进行了分析和探讨。详细论述了系统的总体设计以及部分功能模块的具体实现。最后介绍了本系统的实现并对项目进行了总结和展望。

ABSTRACT
The social medical insurance system is an important part of social securitysystems and is also an important project of Chinese social insurance system. It playedan important part in maintaining society stabilization and has influenced the socialdevelopment deeply. Along with the establishment of the socialist market economicsystem, and the continuous deepening in the national enterprise reform, the original
public health services and the labor insurance medical service system have not meetthe development of the socialist market economic. Therefore, reforming andimproving the system plays an important role in county's health as well as ineconomic and social development.
In order to adapt our country's medical insurance reform, improve modernizedlevel of the medical insurance system and realize scientific management, it is essentialto develop a perfect medical insurance management information system (MIMIS).MIMIS not only can satisfy the social-management request of medical insurance,increase the information level, but also can increase the efficiency of managementwork. As the principal of this project, the author participated the whole developing process, was responsible for systemrequirement analysis and concrete design of the system construction. This paperdiscussed the idea using DDL technology and kit object technology for interface dataexchange and transmission, which has common and extensible characteristics.On thebasis of these,COM kit object technology, it realized datatransmission between medical insurance management system and the hospitalmanagement system successfully. Simplifying the complexity of data exchange, this technology is one of the practical schemes to solve medical information sharingproblems.
The overall design of the system, the softwarearchitecture and the realization of parts of functions modules are described in thispaper. Research directions and open problems in this area are also discussed.
