山东省是黄河的入海口，位于黄河的下游。黄河滨州段冬季结冰存在以下规律，封河时间较上游提前，开河时间较上游延后。这一规律使得对黄河滨州段的凌汛研究，减小凌汛危害具有重要意义。近年来由于气候变化异常，使得黄河滨州段结冰出现了新的规律，例如，2005-2006年，黄河下游出现了三次封河三次开河现象，2008-2009年也出现了两次封河两次开河现象。同时近年来工农业用水增加，使得河水流量减少，这也是黄河滨州段结冰规律变化的一个重要原因。同时水库以及水利枢纽的调度，也会使黄河滨州段结冰规律发生变化。概括的说，近年来气温变暖，以及和流量减少等因素，使得黄河滨州段结冰期缩短，结冰厚度减小。同时，各年结冰变化幅度波动大，使得我们在预防治理黄河滨州段凌汛方面带来了很大的麻烦。
