东营市位于山东省北部黄河三角洲地区，黄河三角洲位于渤海南部的黄河入海口沿岸地区，在建设全国重要的高效生态经济示范区、特色产业基地、后备土地资源开发区和环渤海地区重要的增长区域中具有重要的战略地位，是我国重要的资源基地，随着一些矿业城市资源趋于枯竭，企业经济效益下滑，生态环境问题加剧，社会不稳定因素增加，东营市在城市可持续发展中也出现了种种问题，资源经济转型是东营市经济发展的核心。本文探究东营市在经济转型中面临的主要问题，提出解决这些问题的思路与对策，如资源型城市转型过程中如何选择接替产业，矿产资源的可持续利用等。关键词：矿产资源；可持续发展；转型；东营市

Abstract
Dongying is in the Yellow River Delta of northern part in Shandong province, the Yellow River delta is at the mouth of coastal areas to the south of Bohai. Dongying is an important resource base of China, it has an important strategic position in building ecological and efficient economic demonstration area, characteristic industry base, the reserve land resources development zone and Bohai region. In recent years, there have been various problems in Dongying sustainable development as some resources become exhausted, enterprise economic downturn and exacerbated environmental problems. Now resource-based urban economic restructuring is the core of economic development of Dongying. This article explores the main problems in the economic restructuring of Dongying, proposes ideas and measures to address these issues, such as how to choose replacing industry in the restructuring of resource-based cities and the sustainable utilization of mineral resources.
