公共服务型的政府建设是时代的需要，关系到人民的切身利益。公共服务效能建设就是在满足公众的公共需求方面，政府具有提供优质的公共产品和公共服务的能力。提高基层政府公共服务能力，对促进社会主义新农村建设，推进农村经济社会全面发展，以及提高政府的区域竞争力具有重大的战略意义。当前，我国基层政府提供的公共服务明显不足，这与公共服务意识薄弱 、公共财政的制度建立的不完善 、政府的公共服务投入不足和绩效评估考核机制等因素密切相关。提高基层政府公共服务效能，需树立服务型政府理念，完善公共财政制度，增加政府公共服务职能，加快电子政务建设和实现政务公开。

Abstract
Public service-oriented government building needs of the times related to the people's vital interests. Improve the grass-roots government's public service capacity, to promote the building of new socialist countryside, promoting rural economic and social development and to enhance the international competitiveness of the Government of great strategic significance. At present, our primary public services provided by the Government clearly insufficient, and public service awareness, the establishment of public finances, the Government's public service function is weak and evaluation mechanism and the closely related. To improve the effectiveness of the grass-roots government's public service required to establish the concept of service-oriented government, improve the public finance system, increase the government's public service functions, speed up e-government construction and realization of government affairs.
