为了提高行政机关工作人员的素质和执法水平，进一步推动各地方法制局的信息化建设，提高各地方法制局的工作效率和工作质量，开发一套用于行政执法管理的数据库系统显得尤为重要。本文介绍了一些关于数据库的基础知识，结合司法部门实际应用的需要，开发了一套系统，该系统主要用于省、市（州）等各级政府法制部门对行政执法人员的资格考试、证件发放进行统一的计算机管理，建立行政执法法律法规、案件库。其中着重讲述了法律法规录入模块的开发和程序实现，最后对该系统进行了诸方面的评价。

Abstract：To enhance the quality of the executive staff and the level of law enforcement, to further promote the local council informationization construction, and to enhance the efficiency of the local justice bureau and the quality of work, it is particularly important to open out a database system for administrative activity. Some basic knowledge on the database is introduced in this article, with the practical application of the judiciary a system is designed, which is used mainly for the provincial, city (state), and all other government departments for administrative law enforcement. The system can carry out a unified computer management for personnel qualifying examination and issuance of documents, can establish the case and regulation base on administrative enforcement of laws. The module for law inputting and the procedures to achieve this process were mainly introduced in the article. We finally evaluate the system from a lot of aspects.
