经济适用房问题分析及对策探讨

摘要

经济适用房是指由国家批准，在免除土地出让金的基础上，并给开发商一定的信贷优惠，由开发商建立的提供给中低收入阶层的保障性住房。我国虽然在房地产改革之初就确定了以经济适用房为主的多层次的住房体系，在经济适用房满足的部分低收入人群住房需求的同时，我国经济适用房制度仍存在较多问题，本文综述了经济适用房的概念、其与商品性住房的区别及我国发展经济适用房的必要性，在客观分析了我国经济适用房制度现状的基础上，指出我国经济适用房本身存在的一些主要问题，并针对所提出的问题，给出相应的策略和建议。

Analysis and Countermeasure of Economical and Appropriate House in China

Abstract
Economical and Appropriate house is a kind of house which is approved by the state, in the exemption from the cost of land. The developers are given some credit offers. It is built by the developers who are given some credit offers to provide protection of the right of housing to the lower-middle class. Although at the beginning of the reform of our real estate market, the government was to establish a multi-level housing system which was chiefly based on the economical and appropriate house and the developing of economical and appropriate house these years has met the housing needs of partial low-income people. But, our system of economical and appropriate house still exist many problems. This paper summarizes the concept of economical and appropriate house, the difference with the commercial houses and China's need for developing economical and appropriate house. And then, it points out the existing problems in the system of economical and appropriate house. At last, for the shortcomings mentioned, some suggestions were given.
