我国劳务输出存在的现状及其对策

摘  要

随着我国经济国际化程度的不断加深,劳务贸易作为国际贸易的一个重要组成部分获得了迅速的发展。认识我国劳务输出事业的现状，正确了解其优势和不足，是我国劳务输出事业未来生存与发展的必经之路。本文从国际劳务市场的新特点及发展趋势、我国劳务输出概况出发，对我国劳务输出的制约因素及其优势进行了研究，学习和借鉴其他劳务输出大国在政策法令和发展策略等方面的长处，以发展我国的劳务输出事业。本文研究的重心是采取何种对策解决我国劳务输出领域存在的问题。论文采用了规范与实证相结合的分析方法。
本文通过对现实中劳务输出所面临的问题的分析，针对每一个问题，借鉴前人的研究成果，分别提出了相应的对策和建议，譬如渐进性的实现国际服务贸易自由化，提高对劳务输出重要性的认识，尽快实现行业内法律法规的统一，正视我国劳动力的特点并加强培训，建立与健全劳务合作促进体系和保障制度等。

ABSTRACT

Unceasingly deepens along with our country’s economy internationalization degree, as an important part of the international trade, the external assistance labor service trade has obtained a rapid development. Knowing the presentation our country labor services exporting enterprise, correctly understanding its superiority and the insufficiency will be our country labor services exporting enterprise future survives and the development road which must be taken. This article embarks from the international service market new characteristic, the development tendency, and our country labor services exporting survey, have conducted the research to our country labor services exporting restriction factor and its the superiority, studies and profits policy law and development strategy strongpoint from other labor services exporting great nations, in order to develop our country’s labor services exporting enterprise. The topic of this article is what countermeasure to take to solve problems in our country’s labor services exporting. The research paper uses the analysis method which the standard and the real diagnosis unify.
Using the question analysis which the labor services exporting faces in reality, this article profits from predecessor’s research results, separately proposes the corresponding countermeasures and suggestions against each related problem. For example gradually actualizing international service trade liberalization; enhancing important understanding to the labor services exporting; actualizing the profession the legal laws and regulations unification against time; facing up to the characteristic of our country’s labor and strengthening straining, establishing and completing labor service cooperation promoting system and the guarantee system, etc.
