新农村建设中村委会财务管理的调查研究

新农村建设一直以来都是我国重点关注的问题，党的十六届五中全会明确提出:“建设社会主义新农村是我国现代化进程中的重大历史任务,要按照生产发展、生活宽裕、乡风文明、村容整洁、管理民主的要求,扎实稳步地加以推进。”在社会主义新农村建设中,村级组织是党和国家开展农村工作的基本单位,在村级组织的各项工作中,财务问题则是广大农民群众普遍关心的热点问题,也是“三农”工作的重点和难点问题。
村级财务管理问题日益成为社会各界关注的热点，本文以分析我国村级财务管理为主线，结合我国新农村建设的实际情况，分别从三大方面来探讨该问题。本文首先介绍了我国新农村建设现状以及村集体的财务管理制度设计和特点；其次介绍了目前我国有代表性意义的村委会的财务管理情况；最后通过引入实例并结合该实例提出解决我国各村委会现存财务管理问题的对策。

Abstract

New rural development has been the focus of concern in our country,in the Fifth Plenary Session of the Sixteenth Central Committee ,our Party clearly that:Building a new socialist countryside in China's modernization process is a major historic task, in accordance with the request:Production development,well-off life, rural wind civilization, the village of Yung clean, Management of the Democratic,we have to promote it steady down-to-earth. In building new socialist countryside, Village-level organizations are the basic units for party and state to carry out the rural work, in all kinds of work in Village-level organizations, financial aspects of the broad masses of peasants are the hot issues of common concern,it also is the focus and the difficult issue in the job of "three rural" .
Village-level financial management community is increasingly becoming the focus of attention.This essay based on analysis of village-level financial management of the main line, combination with our new building in the actual situation in rural areas, and explore the issue from three main areas. This essay first introduced the status quo of China's new rural development as well as the design and characteristics of Village's financial management system ;Then introduce some current representative significance in the financial management of the village committee examples in China;Finally, through the introduction of examples and combine with the example, bring out some countermeasures to resolve the existing problems in financial management of village committee in China.
