我国高校评估政策的政策分析


摘  要

随着本科教学体制的日渐成熟,本科教学评估与教学体制的矛盾也逐渐显露。教学评估的目的是扭转教学质量滑坡现象的需要,促进高校管理科学化和规范化,并逐步建立教学质量保证与监控体系。五年一轮的高校评估刚告一段落,但其所展现出来的问题不得不使人深思。在我国高校缺乏评估自主性的现阶段,高校评估有其执行的必要性,面对由于执行的偏差和政策的漏洞所产生的相关问题,我们不应该逃避应该积极面对,寻求一个评估的平衡点。
本文首先介绍高校评估的产生与发展,为分析高校评估的现实与价值问题提供理论基础;其次通过简要介绍高校评估政策在实践中的主客体角色地位和评估的基本程序,了解高校评估政策的实施情况;然后结合理论和实践,提出了高校评估政策在实施中所显露的问题;最后,本论文还对高校评估政策问题产生的原因进行分析,并对高校评估政策的存废问题进一步论述,提出了高校评估应继续但需要改革的观点。
高校评估对高校教学发展有促进和引导作用,面对高校评估政策现今所呈现的现实问题,应该积极改革面对,而不是一味提出废除。

Abstract

As the maturing of undergraduate teaching institutions, the conflicts of  teaching evaluation and teaching system were also gradually emerged. The purpose of teaching evaluation is to reverse the need for the decline of teaching quality , is to promote scientific and standardized of collage management, and gradually establish the teaching quality assurance and monitoring system. The teaching evaluation returned five years has just come to the end, but the problems they have to show people food for thought. At this time ,Colleges in our country lack of autonomy, so the teaching evaluation is need to carry out. in the face of the problems which result from the policy deviations and holes arising from the related issues, we should not be escaped, to find a balance assessment.
This paper firstly introduces the University’s emergence and development, to provide the theoretical basis to analysis the reality and value of teaching evaluation. Secondly, get cross a brief introduction followed by the main body, object and formality of the policy of teaching evaluations, to find out complexion of the policy of teaching evaluation. And then combine the theory and practice, put forward the problems of the implementation of teaching evaluation. Finally, the paper also analyses the reason which make for the problems of teaching evaluation ,and more discuss the teaching evaluation exist or abolish, it should continue to assess but need to reform.
Teaching evaluation is promoting and guiding the collage teaching. In the face of today's problems of teaching evaluation, it should be face to rather than to abolish.
