从三次分配角度看政府对收入分配差距的调节

我国目前的分配体系主要是由以市场为主的初次分配和以政府为主的再次分配组成。但是由于我国分配体制和政策的局限以及社会经济的制约，出现了一系列的社会问题，如收入分配不公、贫富差距过大、阶级敌对情绪上升等问题。第三次分配作为收入调节的重要手段，而我国第三次分配还处于起步阶段，慈善事业还不够发达。本文参考了国内外的关于分配理论特别是关于第三次分配的理论和实践的研究成果，通过对第三次分配理论的综述，以及我国的慈善实践活动，探讨了第三次分配是通过什么途径影响我国收入分配，结合我国目前收入分配存在的问题并提出完善第三次分配的建议。

ABSTRACT

The first distribution based on market and the second distribution based on government are principal parts of distribution system in our country.However, because of the distribution system and policy limitations and social economy restriction,our country appear a series of so -cial problems, For example, Unfair distribution , widening economic gap , class hostility rise and so on. The third distribution as an important means of adjusting income distribution in Ch -ina, but it is still in the early stage and thephilanthropy is not enough developed. This paper reference at China and abroad about distribution theory, especially about the third distribution theory and the practice of research results, based on the theory of the third distribution in Chi -na were reviewed, and the charity practice, discusses the third distribution is through which way to effecting on our country's income distribution, with our country current income distrib -ution problems and puts forward some Suggestions to perfecting the third distribution.
