我国粮食安全中的政府职能探讨

内容摘要

“民以食为天”。粮食是人类生存的第一需要。粮食安全问题事关国家安全,是国民经济中“牵一发而动全身”的头等大事。本文就我国的粮食安全问题入手，引入政府职能作用，对政府职能介入粮食安全的应然性做出分析，并采用SWOT分析法，对我国的粮食安全现状及我国政府职能在粮食安全中的履行情况做了初步分析，结合西方发达国家政府在粮食安全保障中的经验、教训，认为我国粮食安全如果按照传统的粮食安全理念，其保障程度应当说是比较高的，但按照非传统理念来衡量，则会受到更多威胁。对于新形势下的粮食安全，我们必须时刻保持强烈的忧患意识，不为表面现象所蒙蔽，未雨绸缪，有备无患。
