构建提高湖北综合竞争力的指标体系

湖北地处中国中部腹心地带，未来将成为促进中部地区崛起的重要战略支点，具有巨大的发展潜力和广阔的发展前景。如何充分发挥湖北的各项优势，提升区域的综合竞争力就显得尤为重要。本文在对湖北省经济发展的横向和纵向对比分析的基础上，探讨了制约湖北经济发展问题的主要原因乃是湖北的经济体制缺乏效率，包括政府行为所导致的行政体制效率、人力资本的利用效率和物质资本的利用效率。因此，本文从强调经济发展效率的角度出发，重新阐释了综合竞争力的内涵，是经济、社会与环境协调发展的全面竞争力，并构建提高湖北综合竞争力的指标体系。该指标体系可以为一个区域的管理者提供科学的管理和决策依据，并发挥指标评价体系对经济主体（尤其是政府）的指引和导向作用，从而改变传统为追求GDP的高速增长而不惜以环境、资源为代价，注重经济发展效率的发展模式。

 Construction of the Index System to Enhance Comprehensive Competitiveness of Hubei Province
 
Abstract
           
Hubei is the hinterland located in central region of China; in the future it has great potential and broad prospects for development to become the important strategic fulcrum which can promote the rise of the central region. So it has become more important how Hubei Province brings its advantages into play to enhance its competitiveness. Based on the vertical and lateral comparison about the economic currency in Hubei, this paper discusses the main reasons of restricting development and finds that Hubei's economic system lacks the efficiency which includes the low administrative efficiency caused by government’s inappropriate behavior, the low human capital efficiency and material capital utilization efficiency. Therefore, in order to emphasize efficiency of economic development, this article re-explains the connotation of comprehensive competitiveness, that is, the overall competitiveness of our economic, social and environmental development. Moreover, it has constructed the evaluation index system to improve the comprehensive competitiveness of Hubei Province. This system may become the basis of decision-making for administrative officials and direct the economic entity, especially the government. Ultimately, the traditional economic model can be changed, from the infatuation of GDP high-speed growth, which depended on the high cost of the environment and resources, into the orientation of economic development efficiency.
