农信社的资金回流机制分析
摘 要
农业是国民经济的基础，农业经济的发展离不开现代金融的支撑，我国未来一段时期农村改革发展的任务就包括“建立现代农村金融制度”。发展农村金融的关键要素是资金投入。当前，农村资金的持续外流已造成农村资金供给不足,资源配置不合理,势必影响农业和农村经济的可持续发展,进而影响新农村建设进程。如何引导农村信贷资金回流,支持“三农”发展已倍受社会各界关注。
本文在审视我国新农村建设中信用社的资金外流的现状与问题的基础上，从体制突破和机制改进等角度出发，对农村资金回流进行研究，主要包括以下内容：第一，新农村建设中的资金回流条件分析。从党中央多予少取放活的农村金融政策支持、农村金融机构流动性过剩到我国农业产业发展为资金回流提供支撑，这充分证明我国农村完全具备资金回流的条件；第二，分析近年来我国农村资金外流的现状及其带来的负面影响，并进一步剖析资金外流的原因和渠道；最后，基于以上内容，提出建立新农村建设中信用社资金回流机制，促进“三农”发展的建议。

AN ANALYSE ON RURAL CREDIT COOPERATIVE’FLOWING BACK
Abstract
Agriculture is the foundation of the national economy,the development of Agricultural economy cannot leave modern financial support .The development of rural reform including "establish modern task of rural financial system" in the future period.The key factor of developing the rural finance is cost input .Currently, the rural capital’s flow-out have caused the rural finance under supply. The unreasonable distribution of resources. It will affect agriculture and rural economy’s sustainable development .Then affect the new rural reconstruction advancement. How the rural credit cooperatives lead the countryside credit fund back-flow and support Farmers, Rural Areas, Agriculture Production’s developments have concerned with all walks of life.
This paper examines the current flowing out of credit cooperatives, then we do a research about the rural credit cooperative’s flowing back with thinking of system breakthroughs and improvement mechanism of enterprises. This paper mainly mainly including backflow following content: Firstly , an analysis on new rural cash’s flow back construction.The policy have provide support for capital backflow fully prove that China's rural has all the backflow of conditions . Secondly, we analysis the present situation and the negative influence in recent years and further analyzes the reason and channel capital flight. Thirdly , Based on the above content, we proposes the establishment in the construction of new countryside backflow mechanism and give advise in the development of rural finance development.
