国有企业是国民经济的支柱，在国民经济中占主体地位。当前，我国已经加入WTO，经济市场化、国际市场化、国际化进程逐步加快、跨地区、跨行业、跨所有制、跨国界的企业兼并、重组越来越多，国有经济结构调整和公有制实现的多样化，过去单纯的国有企业已越来越少，多种经济成分的企业越来越多，可以说，国有资产管理面临着越来越严峻的挑战。组建国有资本营运机构并实施授权经营，是国有资本管理体系的重要环节，它直接关系到社会主义市场经济体制的建立。加强国有国有及国有控股企业的运营成本管理问题的分析，对提高国有及国有控股企业提升国有企业的经营绩效和运营效益都有很大的帮助。通过加强对国有及国有控股企业的成本分析，可以避免国有资产的流失；通过国有资本运营成本的分析，可以使国有及国有控股企业达到保值和增值的目的，进而实现国有资本的战略性调整的策略，优化国有经济的资源配置。从而促进我国经济和社会又好又快发展。

ABSTRACT

State-owned enterprises are the backbone of the national economy, in the national economy in the dominant position. At present, China has joined the WTO, the market economy, international markets, the process of gradually accelerate international, cross-region and cross-sector and cross-ownership and cross-border corporate mergers, and restructuring more and more state-owned economic restructuring and achieving diverse public , the state-owned enterprises over the past simply have less and less, many economic components of the enterprise more and more, it can be said, the state-owned asset management facing an increasingly tough challenge. Operators of state-owned capital formation and implementation of authorized management, management of state-owned capital is an important link in the system, it has a direct relationship to the socialist market economic structure has been established. Strengthen the state owned and state-holding enterprises operating cost management analysis to enhance the state-owned and state-holding enterprises upgrading of state-owned enterprises operating performance and operational efficiency are of great help. Through the strengthening of state-owned and state-holding enterprises cost analysis avoid the loss of state assets through state-owned capital of the operating costs, will enable the state-owned and state-holding enterprises with the purpose of preserving and increasing the value-added and, so as to realize the strategic restructuring of state-owned capital of strategies, and optimize the allocation of resources the state-owned economy. So as to promote China's economic and social development yet fast.
