香港公共服务电子化对我国的启示
【摘要】深圳是全国电子政务的试点城市之一，拥有国内电子政务改革和发展的一个良好平台,在全球政府信息化浪潮的推动下，深圳的公共服务电子化水平取得了一定的进展和成果，但与世界先进水平相比仍存在着差距。香港作为率先在我国推进公共服务电子化的境外城市，其在公共服务电子化建设方面有着较为成功的探索过程，积累了较为成熟的经验，这对于深圳发展公共服务电子化有着极强的借鉴作用。本文通过对深港公共服务电子化的比较分析，发现深圳市公共服务电子化与香港的差距及其产生的原因，并提出有针对性的措施来提高深圳市的公共服务电子化水平，推进深圳发展模式的转变。

【Abstract】Shenzhen is one of the national e-government pilot cities in the whole country, with a good platform of the domestic e-government reform and development . Driven by the global wave of informational technology, Shenzhen ESD achieved a certain level of progress and results, But there are still gaps with the world's advanced level. Hong Kong, as the first outside city in China to promote the ESD, has a more successful process of exploration, accumulating more mature experience. This is extremely useful to Shenzhen Development ESD. Based on comparativing and analyzing between the Shenzhen ESD and Hong Kong ESD, this thesis found the gap between Shenzhen ESD and Hong Kong ESD and the causes, proposed specific measures to enhance the level of Shenzhen ESD, and promote the changes of Shenzhen’s developed model.
