影响我国非政府组织发展的资金瓶颈及对策研究
【摘要】非政府组织对促进我国和谐社会的建设和保持社会的稳定具有十分重要的意义，同时，大力发展非政府组织也是国际的共识。虽然我国的非政府组织发展的前景乐观，但在其发展过程中也遇到了许多问题，比如资金瓶颈、缺乏人才、效率低下和二元管理等等，特别是资金瓶颈问题严重影响了非政府组织的生存与发展。如何解决资金瓶颈亦成为大家共同关注的课题。本文首先分析了资金瓶颈问题产生的原因，包括非政府组织内部的公信度低、组织宗旨不明确、财务管理制度不完善和外部的政府财政支持力度不够，相关法律制度不健全以及捐赠渠道不顺畅等。并结合国内外解决非政府组织资金瓶颈的典型案例及其成功经验，试图提出解决我国非政府组织资金瓶颈问题的对策。

Funds Bottleneck Affecting The Development
Of NGO In China And The Counter Measures
【Abstract】Non-governmental organization (NGO) is very meaningful of promoting the building of a harmonious socialist society and keeping the social stability of our country. In the mean while, it is an international consensus of developing it strongly.Although the future of NGO development of our country is optimistic, it meets many problems during the period of developing, for example funds bottleneck, lack of talent, low efficiency, and binary management ,etc., especially the funds bottleneck has already obstructed the healthy development of NGO. And now the topic of how to solve the problem of funds bottleneck during the development period of NGO becomes the common concern of the society. This essay finds out the reason of funds bottleneck of NGO in China, including some internal problems of NGO such as the low credibility, not strong purpose and bad management of finance, also some external problems such as the tax law of government and inconvenient ways of contribution. What’s more, the essay generalizes experience on the basic reference of the instances of China and abroad, and combines with the practical situation and the successful experience of the development of NGO in China, and tries to find out measures which can perfectly solve the funds bottleneck problem of our country.
