政治与行政关系分合演化的分析
摘  要
政治与行政的非凡关系，既在于最初的行政学脱胎于政治学，密不成割，也在于政治与行政分合关系的历史流变，在于环绕政治行政二分法进行的不休争论和思虑。笔者觉得，把政治与行政二分法放置于历史的视野，审阅政治行政关系的分合演变，有助于我们周全把握二者关系，正确熟悉其现实意义和价值。本文从历史的角度，讲述了西方国家政治与行政关系的分合的四个演变历程，探讨了政治行政同化这种新的二分化，最后分析了政治行政二分的现实意义和价值。

ABSTRACT

Political and administrative special relationship as well as the administration is first emerged from politics, close no cut, also lies in political and administrative points close relationship is the history of political administration around the archeological, the endlessly debate dichotomy and consideration. I feel that the political and administrative, dichotomy in place of vision, reviewing the history of political administrative relationship and evolution, help us portion correctly grasp relations, considerate become familiar with their real meaning and value. This article from the Angle of history, tells the political and administrative relationship between western countries and the points of the four evolution course, probes into the political administration assimilation this new is two differentiations, and finally analyses the realistic significance of the political administration and value dichotomy.
