浅谈行政管理中的法律规避问题
摘  要
随着改革开放的不断深入，我国的政治、经济、文化制度都处在巨大发展变化时期，出现法律规避现象将是相当严重的。其中，行政管理中的法律规避现象更是客观的大量的存在着。这种现象的存在，有其合理性的一面，也有其危害性的一面。为了推动行政管理早日走上法制化的道路，对其法律规避现象要采取正确态度，即发展合理的因素、克服消极的影响。这就要求，首先是行政机关在行政管理活动中要依法行政，正确运用原则性和灵活性相结合的方法处理问题，其次是积极发挥各种监督机制的作用，但最重要的是尽早完善立法体制，力争立法更加周密和科学。

ABSTRACT
