加快建设社会主义新农村，推进农村改革发展，必须有一个开放、有序、竞争的多元农村金融体系融通农村经济。为了解决农村地区金融机构网点覆盖率低，金融供给不足等问题，我国自2006年底开始了村镇银行试点工作，村镇银行是银监会主推的新型农村金融机构，是农村金融改革改变以往以存量为主和政策性金融为导向而实行的增量改革，是用市场化为导向的商业性金融来解决农村地区金融问题的措施。但作为新生的事物，村镇银行在发展的过程中遇到许多问题，受到各种内外因素的制约。理清村镇银行发展过程中的内外环境，明确村镇银行发展过程中的定位，进而提出相应的思路和建议，对促进村镇银行的可持续发展有积极的影响和现实的意义。
本文共分3各部分，第一部分从村镇银行与其他金融机构的异同入手，界定了村镇银行的性质，并论证了村镇银行发展的必要性。第二部分介绍了村镇银行设立的情况，采用SWOT分析法对村镇银行的内外部因素进行了深入探讨。第三部分提出村镇银行自身发展的具体思路,并从外部环境改善的角度，提出了促进村镇银行良性发展的对策建议。

Abstract
Speeding up the rural reform and development,to achieve the objectives of building a moderately prosperous society ,we need the sustainability of an open、regular、competitive diversified rural financial system in order to accommodating rural financial.In order to solving the problem such as low financial institution coverage、scarce financesupply、inadequate competition，our country started the village bank experimental units at the end of 2006.
Rural bank is the main push China Banking Regulatory Commission's new rural financial institutions, is to change the past, rural finance to stock-based and policy-oriented financial reforms, the implementation of incremental reforms, the introduction into the market-oriented commercial finance to rural innovations regional financial issues. But as a newborn thing, during the experiments the village bank has met various problems and been restricted by internal and external factors. Recognizing the internal and external restricted factors and clearing the market positioning during the development of the village bank, putforward corresponding ideas and countermeasures has a great theoretical and practical significance.
The article consists of three parts. The first part starting with the differences and similarities with the other rural financial institutions,defines the nature and demonstrated the need for the development of village banks; the second part outlines the setting up and developing conditions of, use SWOT to makes a deep analysis on village banks's internal restricted factors. the third part gives some suggestions on forenamed restricted factors.
