城市外来人口管理与服务的研究——以东莞“新莞人”为例

改革开放以来，随着我国城市经济快速发展，人流、物流、资金流加速运转，外来人口不断涌入大中城市。大规模的人口融入，促进中国经济快速发展，加快城市化的进程，但同时也给城市的人口管理带来了很大的挑战。
本文从就业政策、权益保障、社会治安以及子女教育分析当前城市对外来人口管理的现状，以东莞“新莞人” 管理和服务模式创新为案例，结合东莞市对外来人口管理服务的措施及成效，总结其管理服务的经验。本文认为，当前城市外来人口管理模式滞后于外来人口管理的现实需要，因此必须进行创新。本文最后提出构建“以人为本”的城市外来人口管理模式，在管理理念、管理模式、管理制度、管理载体等方面进行一系列创新，为外来人口提供更好的服务，提高城市管理优化，促进城市社会和谐发展。

ABSTRACT
Since the reform and opening up, has developed fast along with our country urban economy, the stream of people, the physical distribution, the fund class the accelerated service, the non-native population emerges the big or media-sized cities unceasingly. The large-scale population integrates, promotes the Chinese economy to develop fast, speeds up urbanized the advancement, but simultaneously also gave urban the population management to bring the very big challenge.
This article from the employment policy, the rights and interests safeguard, the social order as well as the child education analysis current city to the non-native population management's present situation, takes Dongguan “xin guan ren” the management and the service pattern innovation as a case, unifies Dongguan to the non-native population supervisory service measure and the result, summarizes its supervisory service experience. This article believed that but there are many problems in the city management of the floating population. So it is necessary to change the current management mode of the non-native population in the urban. This article proposed finally construction “humanist” the urban non-native population management, in management idea, management pattern, control system, management carrier carries on a series of innovations, provides a better service for the non-native population, enhances the urban management to optimize, promotes the urban society accord development.
