略论对高级领导专职秘书的监督机制——从李真事件说起
摘  要：2003年11月13日“河北第一秘”李真因为贪污受贿数罪并罚被依法执行死刑。李真事件毫不留情地揭开了当前秘书政治的野蛮，黑暗，腐化内幕。加上这些年查处的高官腐败案中大多数都与专职秘书有关，秘书腐败问题严重。会出现这种失控的局面，根本原因还在于社会监督机制不健全，对领导及其专职秘书缺乏强有力的监督手段，监督效能低下。因此，社会亟需建立健全有效的监督机制。本文将采取全面客观、科学冷静的态度，对我国的监督现状以及如何健全监督机制进行分析思考，努力获得一种正确认知与把握：既不能把腐败全部归罪于领导或者其专职秘书，也不能放松警惕，忽视监督。同时须立足现实，把对秘书的监督正式纳入监督体系，加强对领导权力的监督制约，健全对高级领导秘书的监督机制，合理利用权力，从源头上防止腐败，才能治标治本。

Abstract ：November 13, 2003, "the first secretary of Hebei," Li Zhen corruption graft because of the death penalty crimes law execution. LiZhen event relentlessly unveiled thecurrent secretary of brutal, dark, political corruption inside. Plus the official corruption in the years of investigation and full-time secretary most serious problems related to the secretary corruption. Will appear this kind of situation out of control, the basic reason lies in social supervision mechanism, to leadership and its full-time secretary lacks strong supervision and means, supervision and incompetent. Therefore, establishing and perfecting social needs effective supervision mechanism. This paper will take overall objective, scientific calm attitude toward the status quo and the supervision in how perfecting supervision mechanism analysis, trying to obtain a think correct understanding and grasping: neither all the corruption or its full-time secretary blaming the leadership, also cannot relax vigilance, ignore supervision. Meanwhile, shall be based on reality on the secretary of the supervision and formally incorporated into the supervision system, to strengthen the supervision and restriction, leading power of senior leadership secretary sound supervision mechanism and reasonable utilization of power, to prevent corruption from its source, we can take temporary solution.
