浅析特区公共服务型政府建设问题及对策
【摘要】近几年，深圳提出要提高政府服务效率，努力建设公共服务型政府。围绕此目标, 市政府在行政改革，提供公共服务方面进行了许多有益尝试。本文从公共服务型政府提出的背景出发，结合深圳在服务型政府建设方面的实践措施，提出存在的问题，并且借鉴国内地方政府公共服务型政府建设的经验，认为在市场经济条件下要建立科学化民主化的决策机制,务实高效的政策执行机制,制约有效的权力监督机制,以进一步推进深圳服务型政府建设的进程，提高城市的竞争力。

【Abstract】These years Shenzhen shows that it should move on to innovate the administration system and to establish service-oriented government system.Firstly, this paper analyzes the pratical activities of establishing service-oriented government system by Shenzhen , what it learned from the activities and what about the problems which are still existed .Then what should learn from the experiences from other cities of establishing service-oriented government. At last , We can take some effective measures based on the experience of them. And offers the three proposals for innovating service-oriented government system which consists of objective sub-system,executive sub-system and supervisory sub-system..
