促进我国中小企业发展政策研究
摘    要

    中小企业发展问题，是当今社会各界关注的一个热点。随着世界经济一体化及知识经济革命的深入，特别是加入WTO以后，我国政府对中小企业发展更加重视。中小企业的健康成长，是实现我国经济现代化的重要保证，但由于我国中小企业资产规模较小，融资困难，社会负担重，受政府政策支持力度小以及其自身缺陷，中小企业的发展受到严重制约。中小企业要得到进一步发展，除了靠自身不断完善外，更需要政府制定相应的财政、税收、法律和各种服务为中小企业的竞争和成长创造良好环境，促进中小企业的健康发展。
本文着重于对政府近年出台的促进中小企业发展的政策研究，通过对中小企业的现状分析、对比与借鉴美、韩、中国台湾促进中小企业发展政策、以深圳市为例,评析中小企业发展的政策环境，试图寻找出一个更加完善的、更有利我国中小企业发展的政策体系，为政府制定中小企业发展政策提供依据和建议。

Abstract

There is a heated debate which attracts community attention in the modem over the development of SME. With the integration of world economics and the permeation of the knowledge economy revolution, specially after joining WTO, our country government play more attention to the development of SME. It’s an important guarantee which realizes the modernization of our country economy that SME develop healthily. However, the development of our country’s SME received the serious restriction. There are mainly some reasons responsible for this phenomenon. First, the property scale of our country’s SME is small. Second, the financing is difficulty. Third, the society’s bears are heavy. Fourth, the government policy supports is not enough and SME have their own flaw. SME want to obtain further development, besides depending on themselves to consummate unceasingly, they even more need the government to make the corresponding finance, the tax revenue, the law and each kind of service which create good environment for the competition and the growth of SME and promotes their healthy development.
This article emphatically does the policy researches which promote SME’ development in recent years appears to the government. It analysis that SME’ status in national economy and their present situation. In addition, it also includes the reference of the overseas policy and the government’s policy appraisal to SME in this stage. Finally, it even tries the best to seek for a more perfect and more advantageous policy system for the development of our country’s SME to provide the basis and the suggestion for the government making SME’ development policy.
