【摘要】人才招聘就是组织为了发展的需要,根据人力资源规划和工作分析的数量与质量要求,从组织外部吸收人力资源。而为保证组织所需的高质量人力资源能够成功引进,有必要对人才招聘的行为进行有效性分析,从而使得招聘行为更为真实有效,符合组织的要求。当前,我国现代化建设面临许多困难,国际金融危机的蔓延和加剧,使我国的外部需求急剧减少。保持经济的高速增长和政府的高效执行能力,是进行政府人才招聘行为有效性研究的重要原因。“千里之堤毁于蚁穴”,唯有把好政府人力资源的质量关,才能更好的运用政府之力,服务社会。
