政府投资项目决策失误与问责的浅析
【摘要】政府的行政决策是当前各国政府行政工作的重中之重。政府的行政决策失误，特别是政府投资项目的决策失误关系着整个国家经济和社会的全局。现阶段，对政府决策失误的问责成了当今政府行政工作监督的热点之一。本文通过收集近些年来媒体以及社会舆论所揭露的关于政府投资项目决策失误的典型案例来做实际状况分析，依据不同的分析单位对案例的具体情况进行统计和总结，论证当前我国政府投资项目决策失误的成因是：1.决策主体素质不高；2.决策过程中的偏差；3.行政监督体制不完善；4.投资项目决策失误责任追究制度不健全。

Analysis about
the false decision-making and the accountability
of the government-invested project
 
【Abstract】Nowadays, the administrative decision-making is the most important task of the government. The false administrative decision-making, especially the false decision-making of the government-invested item, may impact on the whole economy and the society of the country. Today, the accountability of the government which exerts the false decisions tends to be one hot point of the supervision for the government. This paper try to collect and analysis the typical cases of the false decision-making of the government-invested item through the newspapers and web sites. And the cases will be circumstanced according to the different unit, to prove that all below would be the reason of increasing frequency of false decision-making in the government-invested item, including: the bad quality of the decision-maker; the deviation in the decision-making process; Imperfect of the administrative supervise system; the missing of the system in which the responsibility of the false decision-making of government-invested should be investigated.
