本文运用二元结构理论，深入分析统筹城乡协调发展存在的问题和原因，并提出必须以深化改革和进行制度创新，切实解决农业、农村和农民问题，以工促农、以城带乡，实现城乡一体化，使工业与农业、城市与乡村实现良性互动、协调发展的对策。
