摘 要
从实践上看，我国目前面临着与西方国家相同的国际背景，处于经济全球化、信息化、市场化的大趋势以及世界性的政府改革浪潮之中。在现阶段，紧密跟踪国外，尤其是发达市场经济国家的公共管理以及政府改革实践的新趋势，分析西方新公共管理运动经验与教训，借鉴其理论、方法及模式中的合理因素，对我国行政体制改革有着极大推动作用。
