集群企业人力资源短缺问题研究
摘    要

江门产业集群已经成为江门经济发展的一个增长点。然而,近两年来,江门产业集群却出现了严重的人力资源短缺问题,主要是缺少普工和中、高精尖人才,从而严重阻碍了江门产业集群的发展。本文根据集群人力资源的相关理论,分析了江门产业集群人力资源短缺的原因。外有长三角、环渤海等地区对人才的争夺,内要应对珠三角各城市的人才竞争,而大量农民工的回流、集群固有的相对封闭性与企业自身的薪酬制度和对员工职业规划的不够重视,则使缺工现象越演越烈。最后本文结合江门产业集群的实际发展情况,从政府政策、企业管理、员工自身的完善等方面作出探讨,同时也列举了许多成功的例子,为如何解决江门集群企业人力资源短缺问题指明方向。

Abstract

The industrial clusters have been a growth point of the development of Jiangmen’s economy. However, in the recent two years, the problem of serious shortage in human resources has come out in the Jiangmen’s industrial cluster, which mainly displays in the lack of ordinary workers, Senior Personnels, and has greatly hindered the development of Jiangmen’s industrial clusters.
According to the related theories of the cluster labor resources, this thesis analyzes the reasons of the shortage in human resources in Jiangmen’s industrial cluster. From the outside, Jiangmen has to compete for talent with the Yangzte River Delta and the areas around the Bohai; while inside, it has to deal with the talent competition among the other Pearl River Delta cities. What’s more, the backflow of massive peasant labor, the inherent relative closeness of industrial cluster, the enterprise’s own salary system and the insufficient attention to staff occupation plan make the phenomenon of lacking labor much more serious.
Finally, combined with the actual development situation of Jiangmen’s industrial cluster, the thesis makes a deep discussion from the aspects of  government’s policies, enterprise management and staff’s own consummation, and enumerates many successful examples, which is aiming at indicating the bright direction for solving the problem of shortage in human resources for Jiangmen’s cluster enterprises.
