招投标活动中的串标
摘要
招标投标是国际通用的、比较成熟的而且科学合理的工程承发包方式。在我国社会主义市场经济条件下推行工程项目招投标制,对于健全市场竞争机制,促进资源优化配置,提高企业的管理 水平及经济效益都具有十分重要的意义。近年来，我国实施规范的招标投标制度，整顿建筑市场秩序，加大查处力度，从源头上预防和治理工程建设领域的不规范现象，取得了很大成效。但一些单位和个人还仍在招标投标中违规操作，互相串通。诸多不规范的竞争和不规范的运作，给建筑工程质量及安全埋下隐患，这一问题应引起国家和社会的高度重视，并建立健全各项规章制度，不断改进和完善招标投标管理办法，为开展招标投标工作提供保证。本文将分析招投标活动中的不规范行为——串标行为的含义、法律后果以及危害，分析该行为产生的原因，并提出相应的政策建议。

Abstract
 International bidding is common, more mature and scientific and reasonable way works for the contract.
