论国家公务员收入的规范化


摘 要

随着我国公务员制度的建立和推行,公务员的收入规范化问题也已成为我国体制改革的突出问题。目前,我国公务员的收入,包括工资、福利以及各种补贴、津贴的发放存在严重的发放无序、混乱的局面,再加上公务员的收入没有现成的制度和法律法规的规定,因此,公务员的收入成为目前公务员制度改革和行政体制改革的一个问题所在,为了保障我国公务员制度的建设和行政管理体制的改革成功,我们就需要对公务员的收入状况进行规范,制定各种制度体制和法律制度使公务员的收入规范化,合理化。
现在的公务员的收入不规范现象,已对政府改革事业产生了很大的消极影响,虽然我们近几年对公务员的工资福利收入进行了几次大的调整,然而公务员的工资、福利、津补贴等发放依然混乱,收入成份不透明,收入构成中依旧有不能说明的成分存在。这严重影响了公务员在老百姓心目中的形象,影响了政府的执政地位,动摇政府的执政基础。因此研究公务员队伍中收入不规范问题,建立符合我国国情的公务员收入分配制度,解决公务员的收入不规范问题,规范公务员收入是解决目前分配收入问题的一项的重要工作。
本文注重对规范公务员队伍收入规范化的重要性研究,通过探讨我国目前存在的公务员收入的不规范现象,和需要规范的收入内容,规范公务员收入需要学习国际先进的规范方法和经验,结合我国具体国情对我国的公务员收入分配提出对策。本文提出规范公务员的收入不仅包括规范各种的福利、津补贴的发放,和统一基本工资之外的收入名目,也包括制止公务人员的灰色收入,和对公务员的合法、正当的收入的保护工作。
规范公务员收入应先认识问题,从而解决问题,要运用法学和管理学方法,规范收入,制度先行,相信,在我们的努力和重视下,对公务员的收入一定会找出规范的方法和措施。

Abstract

The income of civil servants are now non-standard phenomena, the cause of government reform has generated a great deal of negative impact, although we have in recent years, wages and benefits on the income of civil servants to carry out a number of major changes, however, the wages of civil servants, welfare, subsidized subsidies payment is still confusion, etc., the income component is still not transparent, revenue is still there in the composition could not explain the existence of. This has seriously affected the civil servants in the image of the people, the impact of the government's ruling position, shake the basis of the Government's ruling. The study of the Civil Service does not regulate the issue of income, the establishment of the civil servants in line with China's national conditions of income distribution system, the income of civil servants to resolve the issue of non-standardized, standardized solution to the current civil service income is a distribution of income of the important work.
This article focuses on the civil service norms of the importance of standardized income research, by exploring the existence of the current civil service income is irregular, and the need to regulate the content of the revenue and standardize the income of civil servants need to learn the norms of the international advanced methods and experience, combined with their own specific conditions China's civil servants to come up with strategies to the distribution of income. In this paper, standardize the income of civil servants not only to regulate the various kinds of welfare, subsidized payment of subsidies, and unification of the basic items of income other than wages, but also put an end to corruption in the public service income, and of civil servants are legal, proper protection of the revenue .
Norms of civil servants should be aware of the issue of income in order to solve the problem, it is necessary to use methods of law and management, and standardize income, a system first, I believe, in our efforts and attention on the income of civil servants will be to identify methods and measures norms.
