山东半岛蓝色经济区的发展战略分析

     摘    要
山东半岛蓝色经济区发展战略规划是“十二五”开局之年第一个获批的国家发展战略，也是我国第一个以海洋经济为主题的区域发展战略。研究山东蓝色经济发展的目的在于通过分析研究具有发展的有利条件和制约因素，突出当前发展所面临的问题，结合国外先进的蓝色经济发展经验，因地制宜，发展具有山东特色的蓝色（海洋）经济。本文一方面通过分析山东半岛蓝色经济区发展的现状总结其发展的有利条件，另一方面通过对发展过程中存在的问题分析得出其制约因素，并提出更好的发展对策。在这一研究过程中运用比较分析，查阅文献，SWOT分析等方法进行分析。最后提出了树立蓝色经济的理念，加大对海洋经济的投入，实施科技兴海战略，调整海洋产业结构，协调发展海洋产业等合理化建议，为政府决策提出参考意见，为提高山东综合省力建言献策。

ABSTRACT
Shandong peninsula blue economic zone development strategy planning is "The twelve of five plan" beginning of first approved of the national development strategy, China is the first to the Marine economy as the theme of the regional development strategy. The purpose of Shandong province blue economy through analysis has the advantages and disadvantages, highlight the current development and the problems faced with combines the advanced blue economic development experience, adjust measures to local conditions, the development has characteristic of Shandong blue (Marine) economy. This paper on the one hand through the analysis of Shandong province, the present situation of the development of blue economic zone to sum up the development of the favorable conditions, on the other hand through the development of the problems in the process of the restriction factor analysis, and put forward the better development countermeasures. In the research process using the method of comparison, the literature analysis, etc. Finally put forward the concept of set up blue economy, increase the investment of Marine economy, science and technology strategy implementation start sea, Marine industry structure adjustment, and coordinated development of ocean and reasonable suggestion, for government decision puts forward Suggestions, to improve the comprehensive effort of Shandong  province.
