地方债券融资问题与对策研究

内容摘要：受金融危机的影响，我国经济增长率明显下降，财政收入锐减，资本市场持续低迷、出口增速明显回落，企业利润大幅下降，就业压力日益凸显，地方债务风险凸显，为保证经济持续快速发展，使中央的经济刺激计划顺利实施，缓解地方财政压力，中央放权试点发行地方债券。地方债券的试点发行，对我国经济发展就目前以及长远来说，有其必要性。但由于制度、法律法规的不健全，地方债券发行的负面作用也会相应凸显，如何制定和实施相应的政策，保证地方债券积极作用的发挥，最大限度地减少负面影响，成为本文研究的重点内容。

Abstract：By the financial crisis，the effects of the economic growth rate in china dropped significantly，financial revenues plunged， capital market continue downturn and apparent export growth，enterprise profits plunged，the employment pressure increasingly prominent，to ensure the sustained and rapid development of economy，the economic stimulus plan implementation of local financial pressure relief，the central decentralization pilot issue local debt.Place the debt issuance pilot，on our country’s economic development is present and the long term，the need .But because the system，laws and regulations，and the negative effect of local debt issuance and a corresponding highlights，how to publish corresponding measures，to ensure that the positive role of the local debt issuance of the play，and the negative effect to the minimum，become a top priority.
