政府对中小企业的政策扶持体系研究—以xx市为例

摘 要

 
中小企业在丰富市场、解决就业、技术创新和产业配套生产方面都起到积极的作用。政府有必要全方位扶持中小企业的发展。
江门市政府通过采取构建中小企业局、营造发展环境、制定优惠政策、招商引资等措施扶持中小企业发展，但也存在一些不足：缺乏必要的金融支持，产业集群成长环境有待改善，集群机制有待提升，社会化服务体系不健全。江门市政府应该完善政策扶持体系：广开渠道，解决中小企业资金难问题；发挥政府资源配置作用，完善产业集群成长环境；加强中小企业品牌建设，带动中小企业产业集群发展；构建社会化的中小企业服务体系。

Abstract

Small and medium-sized enterprises(SMEs) are making positive contributions to market enrichment, employment problem solution, technology innovation, and industrial supporting production. It is necessary for government to offer an all-round support to the developments of SMEs.
While Jiangmen government supports the SMEs through some measures such as building SMEs bureau, creating development environment, formulating preferential policies, attracting investments, and so on, there are still some deficiencies: lack of necessary financial support, the industrial cluster growth environment needing further improvement, cluster mechanism needing ascending, socialized service system being not sound.
Jiangmen government should complete the policy support system: attaches great importance to the strategic position and key role of SMEs’ development ; opens  channels to solve the financing problems of SMEs; plays the role of resource allocation and improves the industrial cluster growth environment; strengthens the brand construction of SMEs and drives the industry cluster to develop; constructs socialized service system for s SMEs.
